Emergency Services
COTTAGE POINT EVACUATION PLAN

The decision to evacuate is the responsibility of the Police and the Local Emergency Operations Controller (LEOCON) who will be stationed at the Terrey Hills Northern Districts Rural Fire Brigade Centre. The State Emergency and Rescue Managements have a separate operations centre located there. The decision to evacuate would be advised to the CPCA liaison officer and the Rural Fire Brigade Captain and be implemented by local police.
The CPCA liaison Officer would then advise residents where possible.
Safety is our Primary concern and the approved Evacuation Plan which is in accordance to "The Australian Emergency Manual 1 - Evacuation Planning under Part III Emergency Management Practise" below has been developed to assist the emergency services, however as a final backup when Section 44 Catastrophic has become operational the Cottage Point Siren will operate.
  • Continous Siren means you need to look after your own safety and evacuate by the water as the road is probably closed and exit by the road is unsafe.
  • Intermittent Siren means you need to look after your own safety and evacuate by the road as the water is not safe and could be rising and exit by road is recommended.

EVACUATION PROCEDURE in accordance to "The Australian Emergency Manual 1 - Evacuation Planning under Part III Emergency Management Practise"

This document identifies what each resident needs to do in an Evacuation. Please attached your Bush Fire Survival Plan supplied by the RFS and included in our handout.
PREPARATION
CPCA will provide: (please check you have received all the items below).
  • Cottage Point Evacuation Plan CD, including appendices.
  • Two plastic Brochure holders, one to be fixed to the inside of your front door (to locate your own evacuation plan) and the other at a visible place at street level (used to locate your evacuation form completed for your Warden to collect during an evacuation).
  • Coloured discs for display, one for your pontoon and the other at street level.
    • The discs will be in the following colours, two of each:
      • GREEN means....have evacuated
      • RED means....staying to defend
  • Bush Fire Survival Plan particular to your house (your local RFS will assist you to complete this), relocation kit and survival kit, see below.
YOU WILL PROVIDE:
  • Family emergency kit, including a list ofmedical needs, medications, any disabilities eg breathing/mobility etc., please note these details on both ofthe evacuation forms.
  • Battery powered radio with spare batteries.
  • CB Radio Channel 2 will be used to communicate with Warden
              DO NOT JAM FREQUENCY.
  • Torch with spare batteries.
  • Pet cage if required.
  • Bottled water.
  • Appropriate clothing and footwear.

EVACUATION ALTERNATIVES
Evacuation to KMYC Assembly Area
  • Your Sector Warden will advise you when to evacuate and the preferred method. If you are not contacted by your Warden, CPCA Liaison Officer, NSW RFS or SES ring the fire station ph. 94567444
  • If your house is up the hill or on the water, safest route to the evacuation point at KMYC car park is by foot or boat. Ifyou don't have a boat, wait on your pontoon or waterfront to be picked up by a boat, or catch a ride with neighbours.
  • Do not take your car, or attempt to drive out ofCottage Point, or to use your car in the local road network as the roads are narrow and will be required for emergency vehicles. Special arrangements will be made for assisting the elderly, young and incapacitated. Don't rely on inclinators as the power may be cut. Seek advice early from the CPCA Liaison Officer. Evacuation by road will be normally organised in convoys by the police.
    • Before leaving all evacuees who are going to the Assembly Area must complete the evacuation forms, House holder and Wardens copies, and place them as follows:
      • Street level: completed evacuation form (Wardens Copy )in plastic sleeve and green disc all clearly visible to a passer by.
      • Pontoon: green disc visible to a passing boat.
      • or give them to your Warden.
  • Visitors to the KMYC, restaurant and kiosk are advised to make their way to the KMYC car park Evacuation Assembly Area.

Evacuation Plan - Self Evacuation
  • If you are evacuating yourself by boat or car, before leaving you must complete the evacuation forms, House holder and Wardens copies, and place them as follows:
    • Street level: completed evacuation form (Wardens Copy )in plastic sleeve and green disc all clearly visible to a passer by.
    • Pontoon: green disc visible to a passing boat".
    • or give them to your Warden.
  • If you have a portable fire pump attach it to your water supply and leave it ready for use by those who chose to stay.
  • If you are staying to assist you must complete the evacuation forms, House holder and Wardens copies, and place them as follows:
    • Street level: completed evacuation form (Wardens Copy )in plastic
      sleeve and orange disc all clearly visible to a passer by.
    • Pontoon: orange disc visible to a passing boat.
    • or give them to your Warden
The CPCA Liaison Officer or nominee will provide access to the assembly point and record
those assembled and those who have self evacuated and those remaining to protect property.
The CPCA Liaison Officer will brief those present on the availability of shelter and
destinations and proposed means ofwithdrawal and contact arrangements when arriving at

Shelter and Return
Possible emergency accommodation available will be contacted and confirmed by the police
who will arrange for evacuation to the following possible sites;
  • Royal Prince Alfred Yacht Club
  • Royal Motor Yacht Club
  • Avalon Sailing Club
  • Australian Naval Base at Taylors Point
